B.1 CONTINUED FROM THE JUNE 23, 2026, REGULAR CITY COUNCIL MEETING - INTRODUCTION OF AN ORDINANCE NO. 26-997 APPROVING MUNICIPAL CODE AMENDMENT NO. 26-02 ESTABLISHING CITYWIDE OBJECTIVE DESIGN STANDARDS FOR MULTIFAMILY AND MIXED-USE RESIDENTIAL DEVELOPMENT PROJECTS IN ACCORDANCE WITH STATE LAW Staff Recommendation: It is recommended that the City Council: (1) open the public hearing and receive public testimony; (2) adopt Resolution No. 26-1597, accepting the Planning Commission’s recommendation; (3) waive full reading and introduce Ordinance No. 26-997 and read by title only, approving Municipal Code Amendment No. 26-21 establishing citywide objective design standards for multifamily and mixed-use residential development projects in accordance with State law; and (4) direct staff to file a Notice of Exemption for the project.
