17. First Reading and Introduction of an Ordinance that Amends Title XV, Chapter 153 of the (Location: City Wide; Case Number AZC 25-04). It is recommended that the City Council: 1. Conduct a public hearing. 2. Find the proposed ordinance is exempt from environmental review under the California Environmental Quality Act (Pub. Resources Code, §§ 21000 et seq.) (“CEQA”) and the State CEQA Guidelines (Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the ordinance is exempt from CEQA under Guidelines Section 15061(b)(3) (Common Sense Exception) since it can be seen with certainty that there is no possibility that the ordinance may have a significant effect on the environment, either directly or indirectly, and that therefore no environmental review under CEQA is required. 3. Introduce by first reading, by title only and waive further reading, Ordinance 1527, entitled CALIFORNIA, AMENDING THE BALDWIN PARK MUNICIPAL CODE, TITLE XV, LAND USAGE, CHAPTER, 153, ZONING CODE, SECTIONS 153.030.010, 153.040.010, 153.040.020, 153.040.030, 153.040.040, 153.040.070, 153.040.080, 153.040.300, 153.130.050, 153.150.130, 153.160.040, 153.200.190 AND 153.210.170 RELATING TO CONSISTENCY OF DEVELOPMENT STANDARDS ON ALL RESIDENTIALLY ZONED PARCELS AND MAKING A FINDING OF EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT”
