21. Adoption of Resolution No. 2026-023 Submitting a Non-Retail Cannabis Business Tax Measure to the Electorate at the November 3, 2026, General Municipal Election and Requesting Consolidation with Other Elections Held on November 3, 2026 It is recommended that the City Council: 1. Adopt Resolution No. 2026-023, entitled “A RESOLUTION OF THE CITY COUNCIL OF CANNABIS BUSINESS TAX MEASURE TO THE ELECTORATE AT THE NOVEMBER 3, 2026 GENERAL MUNICIPAL ELECTION; REITERATING ITS REQUEST THAT THE ELECTION BE CONSOLIDATED WITH OTHER ELECTIONS TO BE HELD ON THAT DATE; AND TAKING CERTAIN OTHER RELATED ACTIONS”; and 2. If desired, authorize members of the City Council to file an argument and rebuttal regarding the measure.
