E.2. APPROVAL OF A COUNCIL DISCRETIONARY FUND REQUEST FOR CO-SPONSORSHIP OF AMERICAN BORN CHINESE FOUNDATION’S 2026 LOS ANGELES CHILDREN’S BOOK FESTIVAL [J. ROCCO, A. LOVANO, J. DEL TORO]: SUBJECT: The City Council will consider approval of the discretionary fund request submitted by various Council Offices to monetarily support the American Born Chinese Foundation’s (ABCF) Los Angeles Children’s Book Festival in West Hollywood Park on Sunday, August 23, 2026. RECOMMENDATIONS: 1) Approve the discretionary fund request from the Council Offices of Mayor Heilman and Vice Mayor Hang, to monetarily support the American Born Chinese Foundation’s (ABCF) Los Angeles Children’s Book Festival, as detailed in the staff report; 2) Authorize the City Manager, or designee, to negotiate and execute the Co-Sponsorship Agreement for the event; and 3) Authorize the Director of Finance & Technology Services to allocate $10,000 from the Council Discretionary Funds, account 100-1-01-00-531001 in FY27 to support costs associated with the event.
