E.4. FOLLOW-UP ON CITY COUNCIL DIRECTION REGARDING THE
AUTOMATED LICENSE PLATE READER CAMERA PROGRAM AND
THE CITY’S PROFESSIONAL SERVICES AGREEMENT WITH FLOCK
SAFETY [L. LANGER, D. RIVAS, A. SHANDI]:
SUBJECT: The City Council will receive a follow-up report regarding
implementation of prior City Council direction related to the City's
Automated License Plate Reader ("ALPR") camera program and consider
approving negotiated amendments to the Professional Services
Agreement with Flock Safety, adopting a formal City ALPR Camera Policy,
and continuing enhanced transparency and oversight measures.
RECOMMENDATIONS: The City Council should consider the following
options: 1) Approve the proposed negotiated amendments to the
Professional Services Agreement with Flock Safety regarding the
purchase of subscriptions for ALPR cameras and authorize the City
Manager or designee to execute documents incident to this Agreement; 2)
Approve the proposed City ALPR Camera Policy; 3) Direct Staff to
negotiate and amend the Professional Services Agreement with Flock
Safety related to its use of live-video cameras to be consistent with the
proposed agreement changes regarding ALPR cameras and authorize the
City Manager or designee to execute documents incident to this
Agreement; and 4) Direct Staff to continue implementation of enhanced
public transparency measures regarding public safety cameras.
