29. 26-599 Accept Lowest Responsive and Responsible Bid and Award a Construction Contract to Universal Coatings, Inc. in the amount of $97,000 for the Oak View Branch Library Roof Restoration, CC1912 Recommended Action: A) Accept the lowest responsive and responsible bid submitted by Universal Coatings, Inc. in the amount of $97,000; and, B) Authorize the Director of Public Works to approve construction change orders within the approved contingency amount of ten percent (10%) of the contract amount; and, C) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.
