DIR-2022-3145-WDI-1A Council District: 14 - de Leon\nCEQA: ENV-2021-3146-CE Last Day to Act: 05-12-23\nPlan Area: Boyle Heights\nPUBLIC HEARING REQUIRED\nPROJECT SITE: 2160 – 2830 East 7th Street; 731 – 751 South Mission Road\nPROPOSED PROJECT:\nA change of use and tenant improvement within an existing one-story warehouse building into a three-\nstory sound stage/motion studio with offices and 19,599 square feet of additional floor area, with parking\nre-striping. The project includes a request for a Waiver of Dedication and Improvement Requirements\nas required under LAMC Section 12.37, including the construction of a new ADA-compliance sidewalk\nand curb along Mission Road.\nAPPEAL:\nAn appeal of the January 20, 2023 Planning Director Determination which:\n1. Found the project is exempt from the California Environmental Quality Act (CEQA) pursuant to\nCEQA Guidelines, Section 15061(b)(4) and 15270, as a project that is disapproved*;\n2. Denied, pursuant to Los Angeles Municipal Code Section 12.37 I.2, a Waiver of Improvements for\nthe construction of a new ADA compliant sidewalk and curb along the west side of Mission Road;\nand\n3. Adopted the Findings.\nPursuant to CEQA Guidelines, Section 15061 (b)(4) and 15270, CEQA does not apply to projects\nwhich the public agency rejects or disapproves.\n*If the East Los Angeles Area Planning Commission elects to grant the appeal, either in whole or in part,\nthe Commission may also consider a Categorical Exemption from CEQA as the environmental\nclearance for this approved project pursuant to CEQA Guidelines, Section 15332, Class 32 (Infill\nDevelopment), finding the project (1) is consistent with the general plan and all applicable plans, (2)\noccurs within city limits on a site no more than 5 acres surrounded by urban uses, (3) on a site that has\nno value for endangered, rare, or threatened species, (4) would not result in significant effects relating\nto traffic, noise, air quality or water quality, and (5) is adequality served by all required utilities and public\nservices, and may make a determination that there is no substantial evidence demonstrating that an\nexception to a categorical exemption, pursuant to CEQA Guidelines Section 15300.2, applies.\nApplicant/ Jason Morrow, RREF III 7th Street LLC\nAppellant: Representative: Reuben Duarte, Somos Group, LLC\nStaff: Chi Dang, City Planner\nchi.dang@lacity.org\n(213) 978-1307
