23. CONSIDERATION OF REJECTION OF BIDS FOR INVITATION FOR BID (IFB) NO. 26-11, PROJECT NO. PW1833 - CITYWIDE STREET NAME SIGN REPLACEMENT (CITY COUNCIL) RECOMMENDED ACTION — 1. REJECT all bids received in response to Invitation for Bid (IFB) No. 26-11, Citywide Street Name Sign Replacement (Project No. PW1833).
