16. CONSIDER AWARDING A PROFESSIONAL SERVICES AGREEMENT TO NBS GOVERNMENT FINANCE GROUP TO EVALUATE AND IMPLEMENT A CITY-MANAGED STREET LIGHTING ASSESSMENT DISTRICT (CITY COUNCIL) RECOMMENDED ACTION — 1. AWARD and APPROVE a five-year Professional Services Agreement with NBS Government Finance Group in an amount not to exceed $312,500 to provide consulting services for the evaluation, potential formation, and implementation of a City-managed street lighting assessment district (Exhibit 3); the agreement is structured in phases, with the initial phase not to exceed $84,500 to evaluate the financial, technical, and operational feasibility of the transition before proceeding with subsequent phases; and, — 2. AUTHORIZE the Mayor to execute the proposed Professional Services Agreement, subject to approval as to form by the City Attorney.
