2. Direct the City Clerk to file necessary documents placing the delinquent refuse and sewer accounts on the County of Los Angles property tax rolls. (Sanitation Fund and Sewer Fund). Documents: PH-1.PDF PH-2. HOUSING SERVICES & CDBG DEPARTMENT Public hearing to consider adoption of the Draft 2026-2027 Annual Action Plan. Recommendation: 1. Adopt Draft 2026-2027 Annual Action Plan; and 2. Approve the submission of the adopted Draft 2026-2027 Annual Action Plan to the U.S. Department of Housing and Urban Development. Documents: PH-2.PDF PH-3. PUBLIC WORKS DEPARTMENT Public hearing to consider assessing levies for the Morningside Park Assessment District 1974-2 (Morningside Park District). Recommendation: 1. Adopt a resolution modifying and/or accepting the Fiscal Year 2026-2027 Engineer's Report for the Morningside Park District and authorizing the levy and collection of assessments within the Morningside Park District; and 2. Adopt a resolution modifying and/or accepting the Fiscal Year (FY) 2026-2027 Engineer’s Report for the Darby-Dixon District and declining to levy the assessments for Fiscal Year 2026-2027 ; and 2. Tracye Bullen for alleged personal injury; engaged in a dispute when stabbed by parking lot attendant (LAZ Parking) on September 14, 2025. 2. Sherie Cigar-James for alleged property damage; water main or tree on “not provided” date.
