Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the
California Environmental Quality Act State Guidelines. Therefore, pursuant to State Guidelines
Section 15060(c)(3) no environmental review is required. Notwithstanding the foregoing, the
activity qualifies for an Exemption pursuant to Section 15061(b)(3) of the California
Environmental Quality Act State Guidelines.
RECOMMENDED ACTION:
Adopt a resolution 1) amending Resolution No. 2026-135 calling a general municipal election
to be held on Tuesday, November 3, 2026; 2) ordering submission to the qualified voters of the
city, a measure amending and adding certain sections of the City Charter related to term limits
for elected officials, elected official compensation, establishing a Budget, Government
Accountability and Efficiency City Council Committee, establishing Salary Setting and City
Ethics Commissions, public contracting rules, lobbying and lobbyist registration, and binding
arbitration for labor negotiations; 3) authorizing Deputy Mayor Fernandez to submit ballot
arguments in favor of the measure; and 4) directing the City Attorney, or the City Clerk, as
appropriate, to prepare an impartial analysis of the measure.
