11. AUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN AND CONSTRUCTION SERVICES FOR THE SEWER MAIN REPLACEMENT PROJECT ON HELLMAN AVENUE AND MISSION ROAD – F2M26-41, RFP2M26-10 The Sewer Master Plan identified the Sewer Replacement Project on Hellman Avenue east of Garfield Avenue to Stoneman Avenue and Mission Road from Atlantic Boulevard Improvement Program, this project will provide engineering design, plans, and preparation of bid specifications for the replacement of approximately 1,945 feet of existing 8-inch sewer main with a larger capacity sewer main. Recommended Action: City Council approve the distribution of a Request for Proposals for Professional Engineering Design and Construction Services for the Sewer Replacement Project on Hellman Avenue and Mission Road with project proposals due no later than 4:00 p.m. on Thursday, August 20, 2026; and, direct staff to undertake the steps necessary to finalize the Council’s action.
