14. RATIFY THE ACCEPTANCE OF GRANT FUNDS FROM CALIFORNIA HIGHWAY
PATROL CANNABIS TAX FUND PROGRAM – F2M26-18, R2M26-25, M2M26-124
The goal of the California Highway Patrol (CHP) grant is to educate the public about the
dangers of impaired driving, enforce laws related to impaired driving on the road, and
enhance the effectiveness of the Alhambra Police Department (APD) through training and
the development of new strategies. The APD plans to utilize funding in Fiscal Year 2026-
27 to conduct saturation patrol operations focused on driving under the influence (DUI),
targeting alcohol, other drugs, and cannabis products. The funding will cover the purchase
of one fully outfitted, marked police motorcycle for use during DUI operations. It will also
cover personnel expenses for patrol officers attending DUI-related training. Due to
summer recess, the City Manager accepted this grant; therefore, staff is requesting the
City Council ratify the acceptance and direct the City Clerk to send a copy of the resolution
to CHP.
Recommended Action: City Council ratify the acceptance of the California Highway
Patrol (CHP) Cannabis Tax Fund Grant Program funds in the amount of $299,556.40;
Alhambra, California, ratifying the acceptance of funds from Cannabis Tax Fund Grant
Program; appropriate $299,556.40 in revenue and expenditure funds in the 2026-27 Fiscal
Year Budget to implement grant activities: instruct the City Clerk to send a certified copy
of the adopted Resolution to CHP; and, direct staff to take the steps necessary steps to
finalize Council’s action. (M2M26-124)
