19. SECOND READING AND ADOPTION OF AN ORDINANCE ADDING CHAPTER 6.29
(“RESIDENTIAL TENANT PROTECTIONS”) TO TITLE VI (HEALTH AND
SANITATION) OF THE ALHAMBRA MUNICIPAL CODE ESTABLISHING AN
INCREASED RELOCATION ASSISTANCE OBLIGATION ON CERTAIN NO-FAULT
On April 13, 2026, the City Council directed staff to prepare an ordinance to increase
relocation assistance payments for no-fault evictions from one month to three months’
rent. The ordinance would add Chapter 6.29 to the City’s Municipal Code, requiring that
in those circumstances where relocation assistance is required under AB 1482, that the
obligation would be increased from one to three months. To the extent that a
owner/landlord does not comply with this requirement, the ordinance provides that such
noncompliance can be asserted as a defense in any action brought by the owner to
recover possession of a residential unit. On June 22, 2026 the City Council gave first
reading to the ordinance with requested changes from the May 11, 2026 meeting to
exempt residential properties with four or fewer units, except in the event of a demolition
or substantial remodel.
Recommended Action: City Council declare introduced for its second reading the
following ordinance entitled:
Alhambra, California adding Chapter 6.29 (“Residential Tenant Protections”)
to Title VI (Health and Sanitation) of the Alhambra Municipal Code establishing
an increased relocation assistance obligation on certain no-fault residential
