(49) 22-0536-S1 CD 9 COMMUNICATION FROM THE CITY ATTORNEY and ORDINANCE FIRST CONSIDERATION relative to amending and restating the Convention Center and Arena Sign District pursuant to the provisions of Section 8.2.3.D. of the Los Angeles Municipal Code (LAMC). Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. FIND, based on the independent judgment of the City Council and after consideration of the whole of the administrative record, the project was assessed in Environmental Impact Report (EIR) No. ENV-2011-585-EIR, State Clearinghouse No. 2011031049, certified on October 2012; and the First Addendum and Joint Analysis dated December 2021, and Second Addendum dated August 2025, and pursuant to the California Environmental Quality Act Guidelines 15162 and 15164, no subsequent EIR, negative declaration, or addendum is required for approval of the project. 2. ADOPT the FINDINGS in the Los Angeles City Planning Commission (LACPC) report dated November 6, 2025, attached to the Council file, as the Findings of Council. 3. PRESENT and ADOPT the accompanying ORDINANCE, dated June 18, 2026, amending and restating the Convention Center and Arena Sign District pursuant to the provisions of Section 8.2.3.D. of Chapter 1A of the LAMC. Fiscal Impact Statement: None submitted by the LACPC. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
