25. Pay Phone Services Contract Recommendation: Authorize the Director of Internal Services to award and execute a contract for pay phone services with Littlejohn Communications, Inc. to provide pay phone services, effective October 1, 2026, for an initial term of five years with three one-year and six month-to-month extension options, for a maximum total contract term of eight years and six months at an annual contract cost of $158,915.40 in the first year and an approximate aggregate cost of $794,577 for the initial contract term. Funding for these services is included in ISD’s and other County Departments’ Fiscal Year 2026-27 Adopted Budgets, and sufficient appropriation will be requested in future years. Authorize the Director to exercise the renewal options and month-to-month extensions in accordance with the contract; execute contract amendments to make necessary changes to the scope of services, add/delete phones and/or services; and convert the pay structure for individual pay phones contingent on usage; execute applicable contract amendments to align with Board policy changes and should the original contracting entity merge, be acquired, or otherwise have a change of entity.
