26. Title Investigation and Reporting Services Contract Recommendation: Award and instruct the Chair to sign a contract with First Corporate Solutions, Inc., to provide title investigation and reporting services to the Treasurer and Tax Collector (TTC) at a rate of $225 per parcel for Parties of Interest Reports, and $45 per parcel for Date Down Reports commencing upon Board approval, or September 1, 2026, whichever is later, for a three-year contract term, with an annual maximum contract sum not to exceed $900,000 for the first year of this contract. Funding is included in TTC’s Fiscal Year 2026-27 adopted budget, and funds required for subsequent years will be included in each year’s budget request. Authorize the Treasurer and Tax Collector to execute amendments to the contract to: exercise the optional two one-year and six month-to-month extensions; add, delete, and/or revise certain terms and conditions as mandated by Federal, State, or local law or regulation, or as required by the Board, and/or Chief Executive Officer; approve assignment and delegation of the contract resulting from acquisitions, mergers, or other changes in ownership; and revise the contract sum, fees, or payments and/or the statement of work as operationally necessary, including an increase of no more than 10% annually based on unanticipated workload increases or reporting requirements.
