5.1 CONDUCT A SECOND READING AND ADOPT AN ORDINANCE OF THE CITY THE LYNWOOD MUNICIPAL CODE TO INCORPORATE CHAPTER 11.41 OF TITLE 11 OF THE LOS ANGELES COUNTY CODE RELATING TO MEDICAL DEBT REPORTING REQUIREMENTS AND FINDING THE ACTION EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Executive Summary: On June 16, 2026, the City Council approved the introduction and first reading of an ordinance adding Chapter 3, Subsection 3-38 to the Lynwood Municipal Code to adopt the Los Angeles County ordinance addressing medical debt through data collection.
