4.1 LYNWOOD LANDSCAPE MAINTENANCE ASSESSMENT DISTRICT, FY 2026–2027
Executive Summary:
The Lynwood Landscape Maintenance Assessment District (District) funds the
maintenance of citywide landscaped areas, including trees, and is subject to an annual
assessment levy process through a public hearing and adoption of a levy resolution. On
June 16, 2026, the City Council approved the Engineer's Report for the District and
directed staff to notice a public hearing on the proposed FY 2026-2027 assessments.
Notice of the public hearing was published in the Lynwood Press Wave on July 23, 2026,
in accordance with Section 22553 of the California Streets and Highways Code.
No increase to the assessment rate is proposed for FY 2026–2027. The District's
operating costs continue to significantly outpace assessment revenue, and the District is
projected to end FY 2026–2027 with a growing fund balance deficit. A Proposition 218
ballot proceeding to increase the assessment rate was conducted for FY 2026–2027, but
the proposed increase did not receive majority approval.
Staff recommends City Council maintain the existing rate of $1.90 per front footage for
both residential and commercial properties, close the public hearing, and adopt the
resolution levying the annual assessment for the District. (PW)
Recommendation:
Staff recommends City Council hold a public hearing, and after considering all oral
statements and all written protests made or filed by any interested person, to close the
public hearing and:
1. Adopt a resolution (Attachment 1) ordering the levy of annual assessments for the
Lynwood Landscape Maintenance Assessment District for FY 2026–27; and
2. Maintain the assessment rate for the Landscape Maintenance Assessment District
at the existing $1.90 per front footage for residential and commercial properties.
