26. 23-0438 Recommendation to receive supporting documentation into the record,\nconclude the public hearing;\nAdopt resolution approving and certifying an Addendum (EIRA-01-23)\nto the Program Environmental Impact Report prepared for the General\nPlan LUE Update and Urban Design Element (PEIR) (EIR 03-16)\nrelating to the implementation of the General Plan Land Use Element\nthrough an amendment to Title 22 and the rezoning of designated\nNeighborhood Serving Corridors or Centers Low (NSC-L) Place Type\nin West Long Beach on Willow Street and Santa Fe Avenue (the\n“Project”), in accordance with the provisions of the California\nEnvironmental Quality Act (“CEQA”) Section 15164 of the CEQA\nguidelines and making certain findings and determinations that the\nadopted Mitigation Monitoring and Reporting Program mitigates, to the\nextent reasonably feasible, impacts associated with the implementation\nof the Neighborhood Serving Corridors or Centers Low (NSC-L) Place\nTypes as described above, in accordance with those measures set\nforth in the General Plan LUE Update and Urban Design Element EIR\nand that no new or different mitigation measures are required;\n23-0439 Adopt ordinance amending Title 22 of the Municipal Code to establish\na new zoning district to implement the Long Beach General Plan Land\nUse Element Update adopted in 2019; and\nCIVIC CHAMBERS, 5:00 PM\n23-0440 Adopt ordinance to implement City-initiated rezoning of areas that are\ndesignated by the 2019 General Plan Land Use Element Update as\nthe Neighborhood Serving Corridors or Centers Low (NSC-L) Place\nType on Willow Street, west of the 710 freeway to the city terminus;\nand Santa Fe Avenue, between Pacific Coast Highway on the south\nand Wardlow Road on the north, to implement the NSC-L PlaceType in\nWest Long Beach and to end the existing moratorium on new\ndevelopment along said corridors.
