B Consideration and possible action to award a contract to Zoom Recreation, Inc., for the Friendship Square Public Sidewalk Redesign, CIP No. 53609; and authorize the City Manager to execute a contract with Zoom Recreation, Inc., in a form approved by the City Attorney. CEQA: This contract is subject to the regulations of 24 CFR Part 58, which establish the environmental review requirements that further the purpose of the National Environmental Policy Act of 1969 (NEPA). This activity/project is categorically excluded and converts to Exempt to 24 CFR §58.34(a)(12), as there are no circumstances requiring compliance with the federal laws and authorities cited in 24 CFR §58.5. Funds may be committed and drawn upon completion and certification of the environmental review for this exempt project. The project is subject to NEPA review because it is funded with HUD CDBG-CV federal funds. Recommendation to City Council: 1) Authorize the carryover of $407,553 in Fiscal Year 2025-26 project funds from Account No. 900-53609-9000 (Community Development Block Grant) to Fiscal Year 2026-27 and appropriate an additional $406,000 for the Friendship Square Public Sidewalk Redesign Project from one of the funding source options identified in the Fiscal Impact section to the appropriate project account; and 2) Award a contract to Zoom Recreation, Inc., for the Project and authorize the City Manager to execute a contract with Zoom Recreation, Inc., in a form approved by the City Attorney; or 3) Alternatively, discuss and take other action related to this item.
