10.A. Recommendation: Consideration To Approve an Off-Cycle Community Development Block Grant Project Utilizing Available Revolving Grant Fund Balance — Recommendation: Conduct a Public Hearing and Receive Public Testimony; — Approve the Use of Approximately $214,854 in Available Community Development Block Grant (CDBG) Revolving Grant Fund Monies To Implement the Proposed Off-Cycle CDBG Sidewalk Improvement Project; — Authorize the City Manager, or Designee, To Execute All Necessary Agreements and Related Documents; And — Authorize the City Manager To Make Administrative Adjustments as Necessary To Comply With Los Angeles County Development Authority (LACDA) Program Requirements and Federal Community Development Block Grant Regulations.
