4.L. RESOLUTION AUTHORIZING THE USE OF FUNDING FROM THE CALIFORNIA STATE OFFICE OF EMERGENCY SERVICES 9-1-1 COMMUNICATIONS BRANCH TO UPGRADE AND MODERNIZE THE POLICE DEPARTMENT’S 9-1-1 SYSTEM, AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENTS WITH AT&T FOR PROJECT WORK — Recommended Action: 1) Adopt a resolution authorizing the use of funding in an amount not to exceed $490,000 from the State of California Office of Emergency Services 9-1-1 Communications Branch ("CALOES"); 2) Authorizing the City Manager to execute necessary agreements with AT&T to complete upgrades to the Police Department’s 9-1-1 call processing equipment; and, 3) Dispense with competitive bidding process pursuant to Buena Park Municipal Code section 3.28.080 (E) which states in part that purchases made through contracts maintained by the State of California are exempt from bidding.
