4.J. AMENDMENT NO. 4 TO THE AGREEMENT WITH ALL CITY MANAGEMENT SERVICES, INC. (ACMS) FOR CROSSING GUARD SERVICES — Recommended Action: 1) Approve Amendment No. 4 to the agreement with All City Management Services for crossing guard services; 2) Authorize expenditures in amounts not to exceed $225,264 for Fiscal Year 2026-2027 and $234,000 for Fiscal Year 2027-2028; 3) Authorize the City Manager and City Attorney to make any necessary, non-monetary changes to the agreement; 4) Dispense with competitive bidding pursuant to Municipal Code Section 3.28.080 (H) as it is in the best interest of the City to extend the current agreement at lower annual costs and without the expense of a competitive bidding process; and, 5) Authorize the City Manager and City Clerk to execute the amendment in final form.
