4.E. AMENDMENT NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT WITH PSOMAS FOR THE PEAK PARK WATER WELL PROJECT — Recommended Action: 1) Approve Amendment No. 2 to the Professional Services Agreement No. 23-17 with Psomas in the amount of $19,800; 2) Authorize the City Manager and City Attorney to make any necessary, non-monetary changes to the amendment; 3) Authorize the City Manager and City Clerk to execute the amendment; 4) Authorize a budget transfer in the amount of $19,800 from the undesignated Water Fund balance to the New Water Well Capital Improvement Project Account for this purpose.
