9C. APPROVAL OF MINUTES City Council/Successor Agency/Housing Authority approve Minutes of Special and Joint Regular Meeting July 14, 2026. CALIFORNIA UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT the California Uniform Public Construction Cost Accounting Act (CUPCCAA) guidelines and associated Public Contract Codes. RECOMMENDED ACTION: 1. City Council declare the recommended actions to be categorically exempt under the California Environmental Quality Act, Section 15378(b)(5) – Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment; and 2. Receive and file the Qualified Contractors List.
