9I. CONTINUANCE OF THE PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY REGARDING THE WESTERN HAZMAT INCIDENT At its meeting of May 26, 2026, the City Council adopted a resolution proclaiming the existence of a local emergency regarding the Western Hazmat Incident. Based on the the City Council's proclamation of a local emergency will remain in effect until it is no longer needed. RECOMMENDED ACTION: 1. City Council declare that the proposed actions are not subject to the California Environmental Quality Act (“Public Resources Code section 21000 et seq.) (“CEQA”) because they do not qualify as a “project” under CEQA Receive and file; and 2. Receive and file the report.
