CD 14 CONSIDERATION OF MOTION (JURADO - BLUMENFIELD) relative
to the June 17, 2026 fire at the cold storage warehouse facility located
at 1400 South Los Palos Street in Boyle Heights and the oversight and
inspection of large cold storage facilities utilizing ammonia refrigeration
systems.
Recommendation for Council Action:
1. INSTRUCT the Los Angeles Fire Department, with the
assistance of the Department of City Planning and the
Department of Building and Safety, to report on:
a. The cause of the fire at the cold storage facility located at
1400 South Los Palos Street in Boyle Heights.
b. The status of ongoing investigations.
c. The facility’s compliance history relating to hazardous
materials storage, refrigeration systems, and fire and life
safety requirements.
2. INSTRUCT the Los Angeles Fire Department to coordinate the
report with the California Division of Occupational Safety and
Health’s Los Angeles District Office and include information
regarding all State inspections of the facility, including
inspections conducted in 2023.
3. INSTRUCT the Department of Building and Safety and the Los
Angeles Fire Department to report on current oversight and
inspection protocols for large cold storage facilities utilizing
ammonia refrigeration systems and prepare recommendations
for strengthening those protocols.
Fiscal Impact Statement: Neither the City Administrative Officer nor
the Chief Legislative Analyst has completed a financial analysis of this
report.
