(41) 15-0694-S1 ADMINISTRATIVE EXEMPTION and BOARD OF AIRPORT COMMISSIONERS REPORT relative to the Seventh Amendment to Concession Agreement LAA-8862 with Boingo Wireless Inc. Recommendations for Council action: 1. ADOPT the determination by the Board of Airport Commissioners (BOAC) that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2(f) of the Los Angeles City CEQA Guidelines. 2. APPROVE the Seventh Amendment to Concession Agreement LAA-8862 with Boingo Wireless Inc. to extend the term by twelve (12) months, for new expiration of June 30, 2027, with two (2) one-year extension options, covering wireless service at Los Angeles International Airport. 3. CONCUR with said Board’s action on June 18, 2026, by Resolution 28386, authorizing the Los Angeles World Airports Chief Executive Officer, or designee, to execute said Seventh Amendment to Concession Agreement LAA-8862 with Boingo Wireless Inc. Fiscal Impact Statement: The Board of Airport Commissioners reports that approval of this amendment will provide additional annual revenue to Los Angeles World Airports of approximately $700,000 to $1 million. This includes the Base Annual Fee over the 12-month term extension and the potential revenue share of 50 percent of gross revenues over $1.4 million. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
