D.2 CONSIDERATION OF A SECOND READING AND ADOPTION OF ORDINANCE NO. 26-997 OF AMENDMENT NO. 26-02 ESTABLISHING CITYWIDE OBJECTIVE DESIGN STANDARDS FOR MULTIFAMILY AND MIXED-USE RESIDENTIAL DEVELOPMENT PROJECTS IN ACCORDANCE WITH STATE LAW Staff Recommendation: It is recommended that the City Council: (1) waive full reading and adopt Code Amendment No. 26-02 by amending Chapter 10.10 (Residential Zones) to add Section 10.10.060(D) and Chapter 10.12 (Commercial Zones) to add Section 10.12.040(G), establishing citywide objective design standards for multifamily and mixed-use residential development projects in accordance with State law; and (2) direct staff to file a Notice of Exemption pursuant to the California Environmental Quality Act (CEQA).
