Development and Implementation of Online Adoption Partner Application Recommendation: Approve an appropriation adjustment for Fiscal Year 2026-27 to reallocate $212,000 from the Information Technology Infrastructure Fund (ITF) to increase the Department of Animal Care and Control’s operating budget to support the development and implementation of an adoption partner application that will enable secure document submission, status tracking, and program management for prospective and approved adoption partners. (26-4725) Recommendation: Find that the fee interest in the County's surplus real property identified as Assessor's Identification Nos. 8267-019-900, 8267-019-901, 8267-019-902, 8267-018-900, 8267-018-904, 8267-018-906, 8267-018-907, Habra Heights, is no longer required for the purposes of the County. Find that Assessor's Identification Nos. 8267-019-900, 8267-019-901, 8267-019-902, 8267-018-900, 8267-018-904, 8267-018-906, 8267-018-907, 8267-018-908, exempt surplus land under the provisions of the Surplus Land Act pursuant to California Government Code, Section 54221 (f)(1)(D), because the County is transferring the property to another local agency for its use. Approve the project, which is the sale of County surplus real property identified as Assessor's Identification Nos. 8267-019-900, 8267-019-901, 8267-019-902, 8267-018-900, 8267-018-904, 8267-018-906, 8267-018-907, 8267-018-908, the Director of Public Works to execute the quitclaim deed document, the Purchase and Sale Agreement, or any agreements or other documents Find that the proposed project is exempt from the California Environmental Quality Act. January 2025 Windstorm and Critical Fire Events Bi-Weekly Emergency Contracts Report Recommendation: Review the emergency actions ordered and taken by the Director of Public Works, under delegated authority by the Board, acting as both the County and the Governing Body of various Districts, under Board Order No. 13-C of January 28, 2025, to respond and recover from the January 2025 Windstorm and Critical Fire Events, including the Palisades Fire, Eaton Fire, Hurst Fire, Kenneth Fire, and multiple other fires (LA County Fires) (3 and 5), and actions to repair or replace public facilities, actions directly related and immediately required by the emergency, and actions to procure the necessary equipment, services and supplies for such purposes (Actions), without giving notice for bids to let contracts, and determine that there is a need to continue the emergency Actions. Take the following actions: (Department of Public Works) APPROVE 4-VOTES Find that there is substantial evidence that the January 2025 Windstorm and Critical Fire Events continue to constitute an emergency pursuant to Public Contract Code Section 22050, which requires that immediate action be taken to cleanup and reconstruct public property, buildings, facilities, and infrastructure because the emergency does not permit the delay resulting from a formal competitive solicitation of bids to procure construction services for projects necessary to respond to and recover from the LA County Fires. Find that authority should, therefore, continue to be delegated to the Director of Public Works to amend or extend and supplement existing as-needed or on-call contracts without giving notice for bids to let contracts, and to award new contracts for response to and recovery from the LA County Fires, and such contracts should be issued because they are necessary to respond to the emergency. Federal Equitable Sharing Agreement and Annual Certification Report for Fiscal Year 2025-26 Recommendation: Authorize the District Attorney, on behalf of the County, to execute a Federal Equitable Sharing Agreement and Annual Certification Report for Fiscal Year (FY) 2025-26, which enables the District Attorney’s Office to continue participation in the Federal Equitable Sharing Program and report the use of Federal Equitable Sharing funds received in FY 2025-26. Instruct the Chair to sign the Equitable Sharing Agreement and Certification Report. (District Attorney) APPROVE (26-4723) 29. Donate District Surplus Property for Educational, Training and Public Service Purposes Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), authorize the Fire Chief to donate District surplus property and/or equipment to authorized nonprofit public service organizations and educational agencies for educational, training, and public service purposes, in accordance with State law and County policies. Authorize the Fire Chief to execute any related agreements, transfer documents, receipts, and ancillary documents necessary to implement and complete such donations. Require the District to notify the Board, at least two weeks in advance, of all donations to be made pursuant to this delegated authority and provide the Board with two weeks to respond to the District regarding said donations. Find that the recommendations are exempt from the requirements of the California Environmental Quality Act. (Fire Department) APPROVE (26-4746) 30. Hazardous Waste Special Fund Amendment Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), approve the District’s request to amend the Fire Department Hazardous Waste Special Fund (TW7) from non-interest bearing to interest-bearing status. Direct all future interest earnings be deposited into the TW7 Fund, effective on the first day of the first full month following Board approval. (Fire Department) APPROVE (26-4747) 31. Acquisition of Eight Type III Pumper Apparatus Recommendation: Acting as the Governing Body of the Consolidated Fire Protection District (District), approve the District’s request to authorize the Internal Services Department (ISD), as the County’s Purchasing Agent, to proceed with the acquisition of capital asset items in excess of $250,000, which consists of eight Type III Pumpers for a total cost not to exceed $5,049,000, including sales tax. Approve the District's request and authorize ISD to accept the Proposal for Furnishing Fire Apparatus. Find that these purchases are exempt from the California Environmental Quality Act. (Fire Department) APPROVE (26-4748) 32. Report on Alternative Housing for Pregnant, Justice-Involved Youth Written report by the Chief Probation Officer, in collaboration with the Directors of Mental Health, Health Services, and Children and Family Services, the Public Defender, the Alternate Public Defender, the District Attorney and other relevant County stakeholders as appropriate, on the specific steps taken to secure alternative housing for pregnant youth in the Probation Department’s care, as requested at the Board meeting of November 4, 2025. RECEIVE AND FILE (25-6204) 33. Comprehensive Electronic Monitoring Services Contract Recommendation: Authorize the Chief Probation Officer to execute a contract between the Probation Department and Securus to provide comprehensive electronic monitoring services for a five-year period, commencing November 1, 2026 through October 31, 2031, for an estimated amount of $35,000,000. Authorize the Chief Probation Officer to take the following actions: (Probation Department) APPROVE (Continued from the meeting of 8-4-26) Prepare and execute contract modifications that extend the term of the contract for up to two additional, consecutive 30-month periods, for a total of five years, subjected to the availability of funding. Approve non-material, technical, and administrative changes to the contract, any necessary changes to the scope of service, and if necessary, termination of the contract, in whole or in part. Execute modifications to the contract that increase/decrease the contract rates, by an amount not to exceed 25% of the original contract rates, and/or extend the term of the contract for up to six additional months for a maximum contract term of 10 years and six months pursuant to the terms contained therein, subject to the availability of funding. Hewlett Packard Tandem Nonstop Computer Hardware Maintenance Services Sole Source Contract Amendment Recommendation: Approve and instruct the Chair to sign an amendment to a contract with Legacy Computer Service for continued Hewlett Packard Tandem Nonstop computer hardware maintenance services to extend the term of the contract for one year, from September 8, 2026, through September 7, 2027, with two additional one-year option periods, and increase the contract amount by $509,481 for a total contract amount not to exceed $1,505,304 for the term of the contract. Authorize the Sheriff to execute one or more of the extension options, provided it is in the best interest of the County; and terminate the contract, either in whole or in part, by provision of a 10-day written notice provided it is in the best interest of the County. Special Appropriation Fund Transfer Recommendation: Approve the transfer of funds from services and supplies to reimburse the Sheriff's Special Appropriation Fund, in the amount of $11,636.64. County Code, Title 6 - Salaries Ordinance Amendment Ordinance for adoption amending County Code, Title 6 - Salaries relating to the Los Angeles County Employees Retirement Association (LACERA) by, amending Tier I and Tier II Management Appraisal and Performance Plan Salary Structure Tables specific to LACERA; and changing the salaries and/or effective dates of various LACERA non-represented classes to denote class designation changes in conjunction with the Tier I and Tier II Management Appraisal and Performance Plan; and reflect a 4.5%, 4%, and 4% general salary adjustment effective January 1, 2026, 2027, and 2028, respectively, for non-represented LACERA classifications applicable only to LACERA and a 4.5%, 4%, and 4% salary adjustment effective January 1, 2026, 2027, and 2028, respectively, for classifications subject to the provisions of the Management Appraisal and Performance Plan. ADOPT (26-4636) Miscellaneous 37. Settlement of the Matter Entitled, Chloe Sanchez v. Marcus Kyle Sy, et al. Los Angeles County Contract Cities Liability Trust Fund Claims Board's recommendation: Authorize settlement of the matter entitled, Chloe Sanchez v. Marcus Kyle Sy, et al., Los Angeles Superior Court Case No. 22STCV29050 in the amount of $550,000; and instruct the Auditor-Controller to draw a warrant to implement this settlement from the Sheriff's Department Contract Cities Trust Fund's budget. This lawsuit concerns allegations of an automobile accident involving a Sheriff's Deputy. (26-4916) 38. Settlement of the Matter Entitled, Beckham Cardona v. County of Los Angeles, et al. Los Angeles County Claims Board's recommendation: Authorize settlement of the matter entitled, Beckham Cardona v. County of Los Angeles, et al., United States District Court Case No. 2:23-CV-06225, in the amount of $395,775; and instruct the Auditor-Controller to draw a warrant to implement this settlement from the Probation Department's budget. This lawsuit arises from alleged emotional and physical injuries sustained when Plaintiff was a detainee at Kilpatrick Juvenile Detention Camp. (26-4911) 39. Settlement of the Matter Entitled, Amy Pentz v. County of Los Angeles Los Angeles County Claims Board's recommendation: Authorize settlement of the matter entitled, Amy Pentz v. County of Los Angeles, Los Angeles Superior Court Case No. 23STCV28237, in the amount of $1,750,000; and instruct the Auditor-Controller to draw a warrant to implement this settlement from the Office of the District Attorney's budget. This lawsuit alleges that an employee of the District Attorney's Office was subjected to retaliation. Approve the request to allow Ms. Finkelstein to return as an Administrative Services Manager I at a rate of $56.34 per hour for up to 960 total hours of work in a fiscal year.
