18. Incarcerated Parents Services Program Work Order and Master Agreement Recommendation: Authorize the Interim Director of Children and Family Services to execute a work order and the Department of Children and Family Services (DCFS) administered Justice Support Services Master Agreement (JSSMA), for an initial term of one year, effective July 1, 2027, or date of execution, whichever is later through June 30, 2028, with four optional one-year extension terms through June 30, 2032, at the County’s sole discretion. This work order will be financed using 100% Assembly Bill (AB) 2994 funds. Sufficient funding will be included in the Department’s Fiscal Year 2027-28 Recommended Budget. Authorize the Interim Director to take the following actions: (Inter-Agency Council on Child Abuse and Neglect) APPROVE Exercise the four optional extension terms by written notice, provided that applicable Federal, State and County contracting regulations are observed; funding is available; and DCFS will notify the Board and the Chief Executive Officer (CEO), in writing, within 10 business days of executing such extensions. Execute amendments to the master agreement and work order to meet program needs, provided that applicable Federal, State and County contracting regulations are observed; funding is available; and DCFS will notify the Board and the CEO, in writing, within 10 business days of executing such amendments. Execute amendments to the work order to increase or decrease the maximum annual amount when necessary to accommodate any increase or decrease in anticipated services, provided that funding is available; and DCFS will notify the Board and CEO, in writing, within 10 business days of executing such amendments. Extend the work order by written notice or amendment for an additional automatic month-to-month term of six months beyond June 30, 2032, if such time is necessary to allow time to complete a new solicitation, provided that funding is available; and DCFS will notify the Board and CEO, in writing, within 10 business days after the execution of written notice or amendment. Execute amendments to the work order and master agreement in instances of acquisitions, mergers, or other changes in ownership, provided that DCFS will notify the Board and the CEO, in writing, within 10 business days of executing such amendment(s). Terminate the work order and master agreement for contractor’s default, County’s convenience, or contractor initiates termination for convenience, provided that DCFS will notify the Board and CEO, in writing, within 10 business days of terminating the contract.
