24. Nutrition Support Services for Eligible Ryan White Program Clients in the County Contracts Recommendation: Approve and instruct the Director of Public Health to execute three new contracts with agencies selected under a competitive solicitation process, for Nutrition Support Services (NSS) for Eligible Ryan White Program (RWP) Clients in the County, effective September 1, 2026, through February 28, 2031, for a total maximum obligation of $21,150,000, 100% funded by the Department of Health and Human Services, Health Resources and Services Administration, Ryan White Program Part A funds, Assistance Listing Number 93.914. Authorize the Director to take the following actions: (Department of Public Health) APPROVE Execute amendments to the contracts that extend the terms through February 28, 2034, at amounts to be determined by the Director, contingent upon the availability of funds and contractor performance; allow the rollover of unspent contract funds, if allowable by the grantor; provide an increase or decrease in funding above or below the annual base maximum obligation based on the availability of Federal, State, and/or County resources, effective upon date of execution or beginning of applicable funding period; reallocate funds between budgets; update the statement of work, as necessary; and correct errors in the contract’s terms and conditions, and make other administrative changes, subject to notification to the Board and the Chief Executive Officer. Execute change notices to the contracts that authorize modifications to the budget with corresponding modifications to the statement of work, that are within the same scope of services, as necessary; make modifications to contractor’s or County’s administration; and make changes to hours of operation and/or service locations. Immediately suspend or terminate any contract upon issuing a written notice to the contractor if the contractor fails to fully comply with contractual requirements and terminate the contract for convenience, including cancellation without cause and in response to Federal, State, or County budget reductions, by providing written notice to the contractor of either 30 calendar days or 10 calendar days, as applicable.
