A. Approval of Funding Guidelines and Authorization to Release Request for Proposals for Human Services Grants Program FY 2027-31 Recommended Action Staff recommends that the City Council: 1. Adopt a finding that the proposed actions are not a “project” subject to the California Environmental Quality Act; 2.
