11. ADOPT RESOLUTION NO. 26-54 APPROVING THE MEMORANDUM OF AGREEMENT FOR ADMINISTRATION AND COST SHARING TO IMPLEMENT THE UPPER LOS ANGELES RIVER WATERSHED COORDINATED INTEGRATED MONITORING PROGRAM AND WATERSHED MANAGEMENT PROGRAM FY 2026–2031 RECOMMENDATION: It is recommended that the City Council: Montebello and the 20 participating agencies of the Upper Los Angeles River Watershed Management Group (ULAR WMG), including the Los Angeles County Flood Control District (LACFCD), County of Los monitoring and watershed management requirements mandated under the Municipal Separate Storm Sewer Systems (MS4) Permit; and 2. Authorize the City Manager to execute the MOA and any subsequent administrative amendments approved by the ULAR WMG; and 3. Take such additional, related action that may be desirable.
