F.2. STANDARDS FOR SELF-CHECKOUT RETAIL OPERATIONS [J. ERICKSON]: SUBJECT: The City Council will consider directing staff to evaluate establishing an ordinance requiring grocery, drug, and other retail establishments that offer self-checkout options to meet specific staffing and other operational standards to alleviate retail theft and other challenges that negatively impact local businesses, workers, and customers. RECOMMENDATIONS: 1) Direct the City Attorney, together with the Economic Development Department, to evaluate establishing an ordinance requiring that grocery, drug, and other retail establishments that offer self-checkout options meet specific staffing and other operational standards to alleviate retail theft and other challenges that negatively impact local businesses, workers, and customers; and 2) Based on this initial analysis, direct the City Attorney to draft an ordinance for Council consideration.
