A) PRESENTATION AND UPDATE FROM LOS ANGELES COUNTY VECTOR CONTROL DISTRICTDECORUM AND ORDERThe City Council, elected by the public, must be free to discuss and address issues confronting theCity in an orderly environment. Although GC Section 54954.3(c), prohibits the City Council fromprohibiting public criticism of the policies, procedures, programs or services of the City, or of the actsor omissions of the City Council, members of the public may not engage in behavior that is disruptiveto the orderly conduct of the proceedings, including, but not limited to the following: 1) Preventsother members of the public or the City Council from being heard when it is their turn to speak;2) Prevents members of the audience from hearing or seeing the proceedings; and/or 3) Speakingoff topic or speaking beyond the allotted speaking time limit.Members of the public may not threaten any person with physical harm or act in a manner that mayreasonably be interpreted as an imminent threat of physical harm. Unrecognized remarks from theaudience, clapping, stamping of feet, whistles, yells and similar demonstrations which do not permitthe meeting to proceed in an orderly manner will not be allowed and will be considered out of order.Disruptive behavior, as referenced above, shall be subject to the enforcement procedures set forthunder Section 4.5 (Enforcement of Decorum) of the San Fernando Procedural Manual. The Chief ofPolice shall be ex officio sergeant-at-arms for the City Council but may delegate such duties to anyone or more sworn police officers of the City as needed. The sergeant-at-arms and those delegatedsergeant-at-arms responsibilities shall carry out all orders and instructions given to him by thePresiding Officer for the purpose of maintaining decorum in the City Council Chambers. Per GCSection 54957.95, the Presiding Officer may order the sergeant of-arms to remove any person whopersists with disruptive behavior as referenced under Section 4.4 (Decorum and Order- Public) of theSan Fernando Procedural Manual, following an initial warning and may also order the sergeant-of-arms to immediately remove anyone, without warning, who engages in behavior that constitutes atrue threat of force within the meaning of GC Section 54957.95.PUBLIC STATEMENTSMembers of the public may provide comments in person in the City Council Chambers during thePublic Comments section of the Agenda by submitting a comment card to the City Clerk.Members of the public may submit comments by email to cityclerk@sanfernando.gov no later than12:00 p.m. the day of the meeting to ensure distribution to the City Council and made part of theofficial public record of the meeting.Members of the public may provide a live public comment by calling in between 6:00 p.m. and 6:15p.m. CALL-IN INFORMATION: Telephone Number: (669) 900-6833; Meeting ID: 833 6022 0211;Passcode: 924965CONSENT CALENDARItems on the Consent Calendar are considered routine and may be disposed of by a single motion toadopt staff recommendation.
