10) DISCUSSION AND CONSIDERATION TO APPROVE THE FIVE-YEAR FACILITIES CAPITALIMPROVEMENT PLAN FOR FISCAL YEARS 2026–2027 THROUGH 2030–2031, AND ADOPT ARESOLUTION AMENDING FISCAL YEAR 2026-2027 BUDGET TO APPROPRIATE FUNDS FORPHASE I OF THE FIVE-YEAR FACILITIES CAPITAL IMPROVEMENT PLANRecommend that the City Council:a. Approve the Five-Year Facilities Capital Improvement Plan for Fiscal Years 2026–2027through 2030–2031 for repairs and maintenance of City facilities;b. Adopt Resolution No. 8480 amending the Fiscal Year 2026-2027 Adopted Budget toappropriate $1.6 million from the General Fund, Water Fund and Sewer Fund Reserves forPhase I of the Five-Year Facilities Capital Improvement Plan; andc. Provide staff direction, as applicable.
