16. POLICE STATION DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES AGREEMENT WITH PBK ARCHITECTS – AWARD OF CONTRACT 1. Find that the procurement of architectural services for the design of a Police Station, Emergency Operation Center, and secured parking lot through the standard Request for Proposal (RFP) solicitation process is impractical because of the need to establish essential police service by March 1, 2028 which requires the design process to start as soon as practicable; and 2. By a 4/5 vote pursuant to Santa Fe Springs Municipal Code Section 34.18(F), dispense with the RFP process and approve the Professional Engineering Services Agreement with PBK Architects at a total fee amount not to exceed $899,000 to provide architectural design and construction administration services for a new Police Station, Emergency Operation Center, and secured police parking lot; and 3. Authorize the City Manager to execute the Agreement with PBK Architects; and 4. Take such additional, related actions that may be desirable to implement the recommended actions.
