1.5 RESOLUTION AUTHORIZING BID SOLICITATIONS FOR UPCOMING CAPITAL\nIMPROVEMENT PROJECTS AND FINDING THE PROJECTS EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT\nCity Council will consider a formal resolution authorizing bid solicitations for upcoming Capital\nImprovement Projects (CIPs) that are included within the adopted Fiscal Year 2022-23 CIP budget or are\ncontemplated in the proposed Fiscal Year 2023-24 CIP Budget. This procedural approval will allow staff to\nproceed with the bidding process and obtain the necessary bids to advance the projects in this upcoming\nconstruction season. Staff anticipates the presentation of the construction contracts for City Council\nconsideration beginning with the June 14, 2023 meeting and, at that time, staff will provide comprehensive\nproject budgets, anticipated costs and timelines. The projects contemplated through this action include:\nAnnual Street Rehabilitation Project, Pothole Patching and Permanent Street Repairs Project, Street Sign\nReinforcement Project, Civic Center Roof Replacement Project, Boulder Bay Park Walkway and Curb\nReplacements Project, Stanfield March Outdoor Recreation and Education (SMORE) II Project, Rathbun\nCreek Trail Phase III Project, and Sanitary Sewer Cured In Place Pipe Project and Stanfield Cutoff Parking\nLot Improvements Project.\nEnvironmental Determination: Under Sections 15301, Existing Facilities, and 15304, Minor Alterations to\nLand, of the CEQA guidelines, these projects are categorically exempt and, therefore, no environmental\nreview is required.
