13.A Discussion and Action on City Council District 1 Vacancy Including 587 - 598\nPotentially Calling a Special Election to Fill the Vacancy or Appointment\nof a Qualified Individual to Fill the Vacancy\nStaff Report #23-144 - Pdf\nRecommendation:\nIt is respectfully recommended that the City Council discuss and take\none of the following actions:\n(1) Appoint a qualified candidate to finish the remainder of the unexpired\nterm of the District 1 City Council seat by either direct appointment or an\napplication process; or\n(2) Call a Special Election to elect a qualified candidate to finish the\nremainder of the unexpired term of the District 1 City Council seat (Draft\nResolution Attached); or\n(3) Discuss and take other such action as the City Council deems\nappropriate consistent with state and local law.
