16. First Reading – Introduce an Ordinance Prohibiting Spectators and\nParticipants at Illegal Motor Vehicle Speed Contests or Exhibitions of Speed\nKnown as “Street Takeovers”. (1400)\nRecommendation:\n1. Introduce and waive first reading of an ordinance to add Chapter 10.84 to\nthe Pico Rivera Municipal Code to prohibit spectators and participants at\nillegal motor vehicle speed contests or exhibitions of speed and to establish\nthe forfeiture of nuisance vehicles engaged therein; and\n2. Authorize the City Manager (or authorized designee) to accept and execute\nall documents necessary to implement and enforce the proposed ordinance.\nOrdinance No. ______ AN ORDINANCE OF THE CITY COUNCIL OF THE
