A. Annual Interdepartmental Update on Addressing Homelessness\nNew Item Received 5/04/2023\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines.\n2. Review and comment on the 2023 Annual Interdepartmental Homelessness Report\nand provide staff with guidance on implementing next steps.\n3. Extend the Proclamation of Local Emergency on Homelessness through May 31, 2024,\nunless repealed or extended by Council, due to the ongoing crisis of homelessness as\nevidenced by the 2023 increase in the Point-In-Time Count.\n4. Authorize the City Manager to negotiate and execute an agreement with the County of\nLos Angeles for operation of the City + County + Community (C3) Homeless Outreach\nTeams. This award is made as an exception to the competitive bidding process\npursuant to Sections 2.24.250 (i) and 2.24.240 (a) of the Santa Monica Municipal Code\n(“SMMC”) and is for a term of four years at a total amount not-to-exceed $5,040,000,\nwith future year funding contingent on Council budget approval.\n5. Authorize the City Manager to negotiate and execute an agreement with The People\nConcern for operation of the Homeless Multidisciplinary Street Team (HMST). This\naward is made as an exception to the competitive bidding process pursuant to SMMC\nSections 2.24.250 (i) and 2.24.240 (a) and is for a term of four years at a total amount\nnot to exceed $2,400,000, with future year funding contingent on Council budget\napproval.\n6. Authorize the City Manager to negotiate and execute an agreement with Exodus\nRecovery for the Services, Treatment & Empowerment Program (STEP). This award is\nmade as an exception to the competitive bidding process pursuant to SMMC Sections\n2.24.250 (i) and 2.24.240 (a) and is for a term of 4 years at a total amount not-to-\nexceed $400,000, with future year funding contingent on Council budget approval.\n7. Authorize the City Manager to negotiate and execute a first modification to agreement\n#11265 (CCS) in the amount of $2,100,000 with Legal Aid Foundation of Los Angeles\nfor the Eviction Prevention and Right to Counsel programs. This proposed modification\nwould also extend the term through June 30, 2027, resulting in a five-year amended\nagreement with a new total amount not-to-exceed $2,300,000, with future year funding\ncontingent upon Council budget approval.\n8. Authorize the City Manager to negotiate and execute a first modification to agreement\n#10705 (CCS) in the amount not to exceed $200,000 with Dorothy Berndt, a California-\nbased Licensed Clinical Social Worker, to connect at-risk voucher program tenants with\nlocal support services to maintain housing stability. This proposed modification would\nextend the term through June 30, 2025, resulting in a seven-year amended agreement\nwith a new total amount not-to-exceed $465,000, with future year funding contingent\nupon Council budget approval.\n9.
