Approval for Annual Report for the Downtown Lancaster Property and Business\nImprovement District\nRecommendation(s):\nReceive and file the Downtown Lancaster Property and Business Improvement District\n(PBID) Annual Report for 2022 submitted by The BLVD Association.\nIn July 2013, with the support of more than 73% of downtown property owners, the\nLancaster City Council established the Downtown Lancaster PBID. This marked the\ntransition of The BLVD Association, an organization of downtown merchants founded in\n1989, from a Parking and Business Improvement District (BID) which generated\napproximately $25,000.00 annually for the promotion of the downtown area to a Property\nCITY OF LANCASTER, CALIFORNIA\nand Business Improvement District (PBID) which generates more than $303,000.00 annually\nin assessments.
