PH 2. Adoption of the City of Lancaster’s Community Development Block Grant Program (CDBG)\nand HOME Investment Partnerships Program (HOME) 2023-2024 Program Year (PY) Action\nPlan\nRecommendation(s):\na. Approve and adopt the CDBG and HOME Action Plan for the 2023-2024 PY to be\nsubmitted to the United States Department of Housing and Urban Development (HUD).\nb. Appropriate $1,463,022 from PY 2023-2024 CDBG Funds.\nc. Appropriate $724,611 from PY 2023-2024 HOME Funds.\nd. Provide City Staff with a methodology for distributing funds should the City’s 2023-2024\nCDBG and HOME annual allocations increase or decrease from the amounts reported above.\ne. Authorize the City Manager or designee to execute all contracts and associated documents,\nincluding subrecipient agreements, subject to City Attorney approval.\nThe City has been a CDBG entitlement community since 1986 and started receiving HOME\nfunds in PY 2020. The City receives annual grants for developing viable urban communities\nthat encompasses decent housing, provides suitable living environments, and expands\neconomic opportunities, primarily for the benefit of low- and moderate-income persons. The\nproposed Action Plan is intended to provide a summary of proposed program activities,\neligibility criteria, and funding levels for the 2023-2024 PY. All programs and/or projects\nsubmitted in the Plan are compliant with the HUD guidelines for eligible activities.\nCONTINUED PUBLIC HEARING\nCPH1. Renewal of the Downtown Lancaster Property and Business Improvement District\n(DLPBID), Approval of the Assessment Formula and Levy of the Assessments\nRecommendation(s):\n1. Adopt Resolution No. , renewing the Downtown Lancaster Property-Based\nImprovement District (DLPBID), approving the assessment formula, and levying the\nassessments through a weighted majority of the votes cast in the DLPBID ballot process in\nfavor of the renewal of the DLPBID.\n2. Adopt Ordinance No. , amending Chapter 14 of the Lancaster Municipal Code,\nand renewing the Downtown Lancaster Property and Business Improvement District.\nCITY OF LANCASTER, CALIFORNIA\nThe proposed item would accept the results of the ballot process, renew the DLPBID in the\nevent that there is no majority protest, approve the assessment formula, and levy the\nassessments. If enacted, the renewal of the DLPBID will begin on January 1, 2024, and\ncontinue for ten (10) years, through December 31, 2033.\nJOINT PUBLIC HEARING\nJPH1. Consideration for approval of actions in connection with Lancaster Housing Authority-owned\nparcels related to compliance with the Surplus Land Act and approval of a Disposition and\nDevelopment Agreement with Habitat of Humanity of Greater Los Angeles.\nRecommendation(s):\nThat the City Council:\n1. Declare the following Housing Authority-owned property as “exempt surplus\nland” pursuant to Government Section Code 54221(f)(1)(F)(i):\n2. Adopt Resolution No., approving the Disposition and Development Agreement (DDA),\naccepting the Health and Safety Code Section 33433 Report, and making certain findings\npursuant to Health and Safety Code 33433.\n3. Authorize the City Manager or his designee to execute all related documents.\nThat the Housing Authority:\n1. Declare the following Housing Authority-owned property as “exempt surplus land”\npursuant to Government Code Section 54221(f)(1)(F)(i):\n2. Adopt Resolution No., approving the Disposition and Development Agreement, accepting\nthe Health and Safety Code Section 33433 Report, and making certain findings pursuant to\nHealth and Safety Code 33433.\n3. Authorize the Executive Director his designee to execute all related documents.\nThe California Surplus Land Act (Government Code 54220 et seq.) (“SLA”) governs the sale\nof surplus land. Land may be declared either “surplus land” or “exempt surplus land.” The\nSLA requires local agencies to comply with the SLA before taking action to dispose of\nsurplus land.\nNEW BUSINESS
