Adopt the attached Resolution No. 23-5648 (Attachment “A”) approving the\nguidelines for the Permanent Local Housing Allocation (PLHA) Program; and\n2. Find that the adoption of the City’s PLHA Program guidelines are exempt from\nreview under the California Environmental Quality Act (CEQA) per Section\n15061(b)(3).
