C. ACCEPTANCE OF GRANTS FOM ASSEMBLYMEMBER FONG’S OFFICE AND\nAPPROVAL OF AGREEMENTS FROM ASIAN YOUTH CENTER AND FRIENDS\nOF LA LAGUNA\nThe City was notified that it would be receiving targeted state funding on behalf\nof the Asian Youth Center and Friends of La Laguna. As the recipient and\nadministrator of the funds, the City has developed, for Council’s consideration,\nagreements with the two organizations to ensure proper compliance with the\nrequirements of the grant. There is no anticipated fiscal impact from the City’s\nparticipation in administration of the grant funds. The five percent retention will\nbe sufficient to cover expected costs. The funds fronted for the friends of La\nLaguna project will be reimbursed by the grant.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Accept the Grants from Assemblymember Fong’s Office on behalf of Asian\nYouth Center and Friends of La Laguna.\n2. Approve the agreements with Asian Youth Center and Friends of La Laguna,\nas submitted.\n3. Authorize the City Manager to act as the authority on the City’s behalf in\nmatters related to these transactions and execute any contracts with the\nstate pertaining to the grant funding.\n4. Approve Resolution No. 23-29, required for the receipt of the grant with\nFriends of La Laguna.
