15. Project Funded by Senate Bill 1: The Road Repair and Accountability Act for Fiscal Year\n2023-2024\nRecommendation:\nA. Find that the approval of the proposed resolution does not constitute at "project" pursuant\nto Sections 15378(b)(2) and (4) of the Guidelines to the California Environmental Quality Act\n(CEQA), because it constitutes an administrative activity and government funding mechanism\nthat does not involve any commitment to any specific project which may result in a potentially\nsignificant impact on the environment; and even if the adoption of the proposed resolution did\nconstitute a project, it would be exempt from CEQA in accordance with Section 15061(b)(3),\nthe general rule that CEQA only applies to project that may have a significant effect on the\nenvironment; and\nB. Adopt Resolution No. 2023-08 adopting a project list to be funded by Senate Bill 1: The\nRoad Repair and Accountability Act for Fiscal Year (FY) 2023-2024.
