8. ADOPTION OF RESOLUTION FOR SB1 FUNDING PROJECT LIST\nIn 2017, Senate Bill 1, Road Repair and Accountability Act of 2017 was signed, to address\ntransportation funding shortfalls statewide, SB1 increases the per gallon fuel excise taxes;\nincreases diesel fuel sales taxes and vehicle registration fees; and provides for inflationary\nadjustments to tax rates in future years. SB1 established a Road Maintenance and Rehabilitation\nAccount (RMRA) in the State Transportation Fund. Beginning in January 2018, the State Controller\ndeposited funds generated from increased fuel taxes and vehicle registration fees in the RMRA. A\nportion of the RMRA funds are distributed to cities for basic road maintenance, rehabilitation and\ncritical safety projects on local streets and road systems. City Council must adopt a resolution, to\nreceive its estimated $974,373 in Fiscal Year (FY) 2023-2024. Additionally, each City must submit\n4\na list of proposed street repairs to the CTC before the deadline of July 1, 2023.\nRecommendation:\nIt is staff's recommendation that the City Council by motion:\n1. Adopt the attached Resolution approving the Fiscal Year 2023-2024 project list for Senate\nBill 1 (SB1), the Road Repair and Accountability Act of 2017; and\n2. Authorize staff to upload the Resolution with the list of streets to the California Transportation\nCommission (CTC) website.
