11. INTRODUCTION OF AN ORDINANCE ADDING CHAPTER 2.61 (ELECTRONIC FILING)\nTO TITLE 2 (ADMINISTRATION AND PERSONNEL) TO THE BELL GARDENS\n5\nMUNICIPAL CODE RELATING TO ELECTRONIC FILING OF CAMPAIGN STATEMENTS\nAND STATEMENTS OF ECONOMIC INTERESTS\nCalifornia Government Code Section 84615 allows local government agencies to require an\nelected officer, candidate, committee, or other person required to file statements, reports, or other\ndocuments online or electronically with the local filing officer. Implementation of an electronic filing\nsystem and requiring filers to file online or electronically will promote transparency and make it more\nconvenient for filers to comply with reporting obligations and provides the public with the information\nin a more accessible and consistent format the City is proposing all filers file statements, reports, or\nother documents required under the Fair Political Reform Act online or electronically.\nRecommendation:\nIt is staff's recommendation that the City Council waive full reading and introduce Ordinance No.\n935 by title only, to add Chapter 2.61 (Electronic Filing) to Title 2 (Administration and Personnel) of\nthe Bell Gardens Municipal Code relating to electronic filing of campaign statements and\nstatements of economic interests.
